Eligibility Criteria & Measurement Period
Criteria Frequency Measurement Period
Member of the Republican Club of Harford Count in good standing as of July 1, 2008 Dues Paid for each year of measurement period (2008, 2009, 2010) July 1, 2008 thru June 30, 2010
Attendance at RCHC General Meetings 3 times per year for each year of measurement period July 1, 2008 thru June 30, 2010
Participation in RCHC sponsored events (other than general meeting attendance) 2 times per year; for each year of measurement period July 1, 2008 thru June 30, 2010
A candidate will fill the eligibility criteria when all the following are met:
  • Member in good standing is defined as dues paid for 2008, 2009 and 2010; member must be in effect by July 1, 2008, which is two calendars years prior to the local election.
  • Attendance at RCHC General Meetings a minimum of 3 times per calendar year for each year of measurement period. Attendance must be documented by the Membership Chair. It is the member's responsibility to ensure his or her attendance has been documented.
  • Participation in other RCHC sponsored events twice per calendar year for two calendar years:
    • Fundraising or Social events wherein attendance is documented, e.g. Fiore Winery Event, Holiday Party, Summer Picnic. It is the member's responsibility to ensure his or her attendance has been documented
    • Donation of auction item, purchase of program ad or donation of time and/or talent for RCHC sponsored events, e.g. chairing a fundraising or social event or helping with set-up / clean-up.
    • Participation in RCHC sponsored community service events.
    • Participation as a Guest Speaker at an RCHC General Meeting.
  • When interpreting the Campaign Funds Disbursement Criteria, or on any matter pertaining to this RCHC document, the RCHC Board of Directors will have final discretion on eligibility determination.
 
Offices Eligible for RCHC Funds Disbursement
  • Harford County Republican Central Committee
  • Harford County Council
  • Harford County offices:
    • County Executive
    • County Council President
    • Register of Wills
    • Clerk of the Court
    • State's Attorney
    • Sheriff
  • MD State Senate - seats with districts that include Harford County
  • MD House of Delegate - seats with districts that include Harford County

In the event that a candidate is running for more than one eligible office the candidate will be entitled to disbursement only for the office that would result in the highest disbursement amount.

 
Determination of RCHC Available Funds to be distributed
Available Funds for distribution will be calculated on June 30 of the local election year as the lower amount of the following:
  • RCHC checking account balance that exceeds $5,000 (i.e. RCHC will maintain a minimum balance of $5,000)
  • 75% of the RCHC checking account.
 
Allocation of Funds
  • 50% of the available funds will be disbursed in July of the local election year to eligible Republican candidates running in the primary election
  • 50% of the funds will be disbursed in August of the local election year to eligible Republican candidates who win the Republican nomination in the primary and then run in the general election. (Precludes Republican Central Committee)

Funds will be disbursed according to the following allocation per office.

Example 1 assumes that all candidates meet the eligibility criteria.

If the candidate running County Exec does not meet the criteria, and all the remaining categories have met the eligibility requirements, the denominator of 100 will change to 90 with the following results in Example 2.

If five (5) of the six (6) candidates running for County Council meet the eligibility requirements in Example 2 above, the allocation for the Category will remain the same, with the allocation among the remaining candidates in that category. The allocation would be as follows in Example 3.

The eligibility measurement period will begin July 1, 2008 and will conclude on June 30, 2010.

The RCHC Board will then compile the data and apply the eligibility criteria with primary election funds disbursement in July, 2010.

The RCHC Board will then re-apply the allocation logics to candidates that remain in the general election race. The remaining 50% of the available funds will be disbursed to those candidates in August. Central Committee allocation will automatically roll to other eligible candidates since they do not run in the general election.
